Data Governance in Hong Kong

Data hk is a free open data portal for the Hong Kong SAR government. It provides access to more than one million open data sets from international, EU and national sources. The portal also provides visualisations of the data, including line graphs, cross sectional plots and maps.

Hong Kong’s data protection laws are governed by the PDPO, which establishes rights for individuals and regulates the collection, processing, holding and use of personal data through six data protection principles. The PDPO applies to any business that controls data within or from Hong Kong, even if it is processed outside the territory. This includes any company that processes data on behalf of another entity, such as a service provider.

The PDPO stipulates that data must be collected for a lawful purpose and that it should not be excessive in relation to the purposes of the collection. It is also required to be accurate and up-to-date and that it be retained for no longer than necessary for the purposes of its processing. In addition, the PDPO requires that companies use appropriate safeguards to protect personal data from unauthorised access or disclosure, and that they notify the data subject of any risks arising from the processing of their personal information.

A successful data governance program depends on the participation of many people. A good way to organize your team is through a responsibility assignment matrix like the RACI model (which stands for “responsible, accountable, consulted and informed”). A responsible person coordinates tasks for the other roles and helps communicate decisions made by the stewards. This is often a senior business or IT analyst who can act as a communication bridge between the business and IT teams.
